1. General Invitation
The Sisseton School District 54-2 is soliciting proposals from qualified architectural/engineering (A/E) firms to provide comprehensive design, bidding, and construction administration services for upcoming gymnasium improvements specifically related to existing site, soil, and structural concerns.
2. District Background
The District serves approximately 950 students in grades PreK–12 in Sisseton, SD, the county seat of Roberts County, located within the boundaries of the Lake Traverse Reservation of the Sisseton Wahpeton Oyate.
3. Scope of Services
Services include but are not limited to:
• Evaluation of existing structure
• Schematic Design, Design Development, and Construction Document preparation
• Bidding assistance and contractor selection support
• Construction Administration, site observation, and project closeout
• Coordination of all consulting engineering disciplines (structural, MEP, civil)
• Code compliance and all applicable state/federal requirements
• Community and stakeholder engagement as needed
4. Evaluation Criteria
Proposals will be evaluated based on the following weighted criteria. Selection will be on the basis of demonstrated competence and qualifications. Fees will be negotiated with the selected firm.

The District reserves the right to shortlist firms and conduct interviews at will. Interview performance may supplement proposal scores.
5. Submission Requirements
Proposals shall be concise and directly responsive to the evaluation criteria. Proposals shall include, at minimum:
· Signed cover letter from identifying the principal-in-charge and project manager
· Firm qualifications and proposed sub-consultants
· Narrative demonstrating the firm’s understanding of the District’s facilities
· Approach to project management, schedule control, cost control, and on-site responsiveness
· Similar Project Experience
· Experience working with CMaR delivery
6. Deadline and Delivery
Submit one (1) original, four (4) copies, and one (1) digital copy (email) in a sealed envelope.

Proposals must be received no later than 2:00 p.m. CDT on May 18, 2026. Late submissions will not be accepted. All questions must be submitted in writing to the above address no later than May 12, 2026; responses will be distributed to all known prospective respondents.
